In-scope businesses with annual revenue of AED 50 million or more must appoint an Accredited Service Provider (ASP).
Plan around the deadline that applies to you.
The UAE e-Invoicing programme is phased by revenue and entity type. Confirm which category applies to each legal entity, then allow time for data preparation, provider onboarding and testing.
Appointment first. Implementation follows.
Dates below reflect Ministry of Finance decisions and amendments in force as at 21 October 2026.
In-scope businesses with annual revenue below AED 50 million must appoint an ASP.
Government entities within scope must appoint an ASP.
Turn each statutory date into an action plan.
Appointment and go-live are separate milestones. These sample work windows help sequence scope, provider appointment, Xero preparation and testing; they are planning guidance, not official lead times or turnaround guarantees.
ASP appointment is the immediate priority.
- By 30 Oct 2026: confirm entity scope and revenue basis, select an ASP, agree terms and complete its appointment through EmaraTax.
- Nov–Dec 2026: prepare Xero data in parallel with provider onboarding; map invoice and tax fields, test sending and receiving, and train invoice owners.
- Before 1 Jan 2027: confirm launch controls, acknowledgements and exception handling with the provider and finance team.
Phase 1 ASP appointment deadline: 30 October 2026. Confirm your appointment status and next steps with your selected ASP.
Use the runway to prepare before go-live.
- Oct–Dec 2026: confirm entity and transaction scope, identify source systems and profile record quality.
- Jan–Mar 2027: compare ASP fit and terms, complete commercial onboarding and appoint the provider by 31 Mar.
- Apr–Jun 2027: connect the Xero workflow, test representative invoices and exceptions, then train the team ahead of 1 Jul.
Allow for internal procurement steps.
- Start early: confirm scope, system owners, procurement route and any required approvals.
- By 31 Mar 2027: complete ASP selection, contract and appointment steps.
- Apr–Sep 2027: coordinate integrations and acceptance testing, train users and confirm operating controls before 1 Oct.
Give each workstream enough runway.
These are planning recommendations, not official regulatory lead times. Your exact schedule depends on provider onboarding, record quality and transaction complexity.
Confirm scope
List UAE entities, revenue basis, transaction types, branches and relevant exclusions. Record the date and evidence behind your phase decision.
Choose and appoint
Check the current MoF ASP register for fully accredited providers. Ministerial Decision No. 168 of 2026 took effect on 1 October and replaced the earlier pre-approval stage; providers with prior preliminary approval have up to 30 days from 1 October to complete the updated accreditation. Confirm current status and commercial terms, then complete the EmaraTax appointment by your category’s deadline.
Prepare and test
Clean invoice data, agree tax mappings, connect systems and test real-life cases such as credit notes, corrections and rejected invoices.
Train and operate
Train invoice owners, document exception handling, monitor status messages and keep a clear escalation path for go-live.
Check the transaction, not just the company.
The Ministry says business transactions may be in scope regardless of VAT registration, subject to specific exclusions. Map B2B and B2G flows separately from supplies to natural persons who are not acting in business, which are outside the current scope. Mixed activity and special cases need a fact-specific review.
Ask our team how the UAE rules apply to your entity and Xero workflow.
Use Xero guidance for current UAE setup.
Not sure which phase applies?
Start with a readiness review and leave with the next steps for your entity.
